Speed Bumps Are Used to Slow Down Cars

I was, this question was just intriguing to me because it's like we're just entering a very interesting regulatory period for tech companies now. No, I don't think even if this was the thing they had to do and if they charged less, it wouldn't be much less. Tom asks, in traffic, speed bumps are used to slow down cars. Why is it that with computers, a speed bump has the exact opposite meaning implying an increase in speed?
