The Importance of Intention in Public Policy
I think a fundamental mistake, many people when they think about public policy is that they conflate intention for outcome. And I want to give a couple of illustrations from agriculture because they really speak to me. The Delhi pollution happens because farmers in Punjab are burning the leftover of the rice at the end of the season due to MSP incentives. There's a question of equity, right? Many people might argue, hey, you know, why are you thinking about farmers, poor farmers, right? Sources are someone sitting in Delhi, but you also think about a farmer in Punjab versus the rights of farmer in West Bengal.
