How to Implement Multilingual in Core

Exor: We need some tooling ready before implementing multilingual in core. There really are no easy problems left in WordPress, right? Like we all agree with this with this now. So it's of course multilingual needs to come after collaboration because we need those tools. That will be determining the next months as we start explorations. This is a great time to get involved in this project and in the community.
