With the expansion of mundal, in some senses that inclusionary logic of affirmative action was now, OBCs are complicated groups. So this becomes a kind of lightning rod for mobilization. And there were better ways of designing affirmative action. Interestingly, Jainio's multi-pronged deprivation index was actually an interesting way of breaking out of this mold in some ways.
