How Do You Measure Getting Better at Public Speaking?

i want to make it clear, like this isn't really so much an issue of learning. In doing these kinds of projects where you're hoping at the end to present them somewhere, one of the big challenges i had is that i had a lot of people who said they wanted to work on some project. And for some people, they'd be working on a project where they'd already reached a kind of intermediate level of skill. That makes it very hard for other people, like outsiders, to judge, because you're not at the level they're at when they're starting. So how do you measure getting better at it?
