The Basque children's committee was caught in a dilemma because as time goes on, it wants to repatriate children. Franco finds support from Catholic opinion and right-wing opinion in Britain. The National Joint Committee is worried that it's not sending enough money to relief work in Spain itself. But the Basque children’s committee also feels a deep and heartfelt responsibility for orphans.
