Plea bargaining was discovered by the legal community in the 19 twenties and thirties. The American legal community didn't even realize that plea bargaining had been happening. They don't really know for how long it had been happening until they decided to conduct studies of their local criminal justice systems. We have a little bit of information rom new York city, but this sort of information is very difficult to come by.
