In an era before the automobile, the motor bus and the truck, if you didn't have any means of transportation, like say a horse, or you weren't wealthy enough to own a car, then your alternative was either pay the fare or walk. So we're talking about privately owned monopolies. And so in a sense, when it came time for good government types to challenge these types of corrupt monopolies, they really were public enemy number one.
