The Second Ultimatum in Athens
In 200 BC, Roman envoys found Philip still directing his troops along Pergamum's border and issued him a second ultimatum. They were already launching an army, knowing Philip would never accept Rome in terms. Confident after securing allies in Greece, the senate had changed its tune and decided that war now was preferable to war later.
