CIA Director Richard Helms Orders MKUltra Records to Be Dismantled

In 1972, it becomes obvious that Congress was going to look into MKUltra. CIA director Richard Helms ordered Gottlieb to destroy all records of the programs. Everything we know now came from caches of papers that were missed and odd bits of correspondence from MKUltra partners like Dr. West. No full investigation into the program will ever be possible because again, all of the records are destroyed.
