I think it's an interesting thing about the climate change debate that we've sort of gotten into a position where there is urgency around it, but not that kind of urgency. It's more, let's create a long-term structure that will over time incentivize a private market. I think if you take the numbers seriously, you would end with something more Manhattan like, now, could a carbon tax be part of that?
