Why Is Canada Bilingual?

Canada has a policy of being bilingual on the assumption that private citizens can operate in English or French as suits them. As soon as Mary Simon steps into this official role, she's speaking for the country and the country seems to expect her to speak in the two official languages. There are many people in Canada who speak various languages, whether they're indigenous languages or immigrant languages that aren't part of the official notion of bilingualism. Shouldn't they also have representatives in government? That's the question that having these two particular colonial languages as the official government languages raises.
