The History of Guilds of Merchants
In the tenth century, some a guilds were formed in towns that would organize the merchants in a town. So as trade grows, you get a larger class of people who manage the movement and sale and resale of goods. And they could start to take on certain social and economic special powers and roles. From there, they then become active players in the government of many towns and cities.
