The executive has always been involved in the selection of judges. The term 'consultation' was initially interpreted to mean that it's just a recommendation or his views would be considered but final decision rested with the executive. But when the second judges case happened, then they turned it around and said consultation cannot mean mere recommendation. So the executive does not have a final say. It's the Chief Justice and the Colligium which will have a final says.
