Henry Morton Stanley was hired by King Leopold of the Congo to be a secret agent. He signed hundreds of treaties with tribal chiefs in exchange for scraps of cloth and vaguely defined trade benefits. Most historians will argue that Stanley basically knew what he was doing with Leopold. And he contributed massively to the deaths of 10 to 13 million people in the Congo Free State.
