The Origin of the Wholesale Money Market

In this world, a natural concept of liquidity arises from the institution of payment clearing. A bank is liquid to the extent that it can meet its obligations to its counter-parties at the clearing. In deficit banks borrow from surplus banks, what they are borrowing and promising to repay is in principle the liability of a banker's bank. This process we may take to be the essence of lender of last resort from a macroeconomic point of view. I have noted the emergence of a wholesale money market rate of interest as the price that deficit banks pay for putting off settlement to some future date.
