Can You Write Applications in Mathematica?

There is actually something similar to Mathematica, like a Canadian version of that. There's something called Maple, but the Maple is more traditionally a computer algebra system where Mathematica started. That Mathematica has, you can actually write applications in Mathematica that don't require you to have Mathematica running. You can compile it. My knowledge is that Maple was actually written by a bunch of Waterloo students, like from University of Waterloo in Canada.
