Mussolini and the Fascist Revolution

Many older politicians saw the fascist measures as necessary and legitimate, only as a means of liquidation of the post-war crisis. These same people would then underestimate Mussolini, partially due to his unrefined manners and speech. Many fascists were not entirely thrilled with Mussolini's choices, especially his outreach to the more moderate parties. Some believed that the fascists should have occupied the entire cabinet, and in his decision to work closely with the other parties, Mussolini was at least causing it to lose momentum at a critical moment.
