Is Russia Trying to Change the Global Order?
If you regard it just as a war between Ukraine and Russia, you also miss that there's something else going on. I think at the higher level, let us call it a higher level of the global order, there's an attempt by Russia to change the rules. And then what does that mean? Well, the rules for Russia would be a world where great powers can expand according to their personality and smaller powers are conquered. So Russia is doing two things at the same time. Change the global order in a direction that it feels is more congenial where Russia can be Russia. It's already behaving as that kind of authentic Russia. The way it behaves that way is by regaining control
