Is There a Need for Safety in the Economy?

In india, for a dea to grow and get 20 million jobs, we need two things. One, that the economy is to grow at over ten % per annum. And too, our employment elasticity has to come back up to point four. I was reading an article about shifting some of these costs from employers on to society at large. It's already minimum cost to all the parties concerned. But more importantly, i want to ask this question around, whose responsibility is it to provide this safety net? Is it that of the employer, or should it be of society at large?
