Is the State Department Using the ILR?
The State Department considers Arabic to be a category four language. I don't think that there may be rigorous justifications for that classification, but it's not clear to me that like the State Department or the FSI, the Foreign Services Institute or whatever have actually published their methodology. Isn't the ILR basically just in the States? I don't feel like anyone uses the ILR ratings outside of the States.I prefer using the CEFR.
