The city of austin is not saying that signs that deal with particular subject matter are going to have one set of rules, and sins that deal with another kind of subject matter have another set of rules. Seyour absolute classic content based restrictions. The subject matter of the sign doesn't actually really mean much at all. It's the location of the sign. So this is a locational restriction, not so much a subject matter restriction. And therefore, the con this isn't a content based restricts. It's on premise versus off premise.
