Originally, Australia was supposed to buy diesel submarines from France. But US somehow convinced Australia to drop France and hook up with US. So Australia is now on the hook to pay France's reparation for reneging on the deal. In the meantime, Australia get to build this nuclear submarine base in Perth. While paying for the privilege of hosting US nuclear submarine on their soil.
