Economists tend to focus on institutions when trying to explain economic growth. One of the biggest ones that there's a very large literature on in both economics and political science is political institutions. Having more bias from a larger portion of the population because they have some say in governance, ends up mattering more so than executive power. These are the types of things that encourage greater economic interaction.
