Ukraine could be taking much bigger steps in that in towards a more conventional war economy. The wealthiest ukrainians are expected to pay the most and shoulder the biggest burden of fighting the war. Neoliberalism and rapid economic liberalization has been a factor in driving violence for the simple reason that war and violence can become a means of survival for rebel groups.
