The First in a Series of Laws Dedicated to the Reintegration of the Donbass
Law 7163 was the first in a series of laws that were labeled as laws devoted to the reintegration of these temporarily separated territories. It doesn't even mention the Minsk accords, which is pretty striking because you have this agreement to end the war, and then you're passing a whole new law about those territories. This has been going on since 1992. I call them this group the other Ukrainians that we don't talk about much. And their fate within Russia is also unclear, because there's not a lot of regionalism in the context of modern Russia either. So it's really been tremendously difficult and sad for them.
