There was no hidden debt but the way that the debt was classified either by the government looking at bilateral loans only not paying attention to what the state owned enterprises did. Aid data in the United States came out with a report back in September of this year which said that China has been issuing rescue loans or rescue lending they listed Sri Lanka as among the major recipients of these loans and that totaled since 2017 according to aid data at $32.83 billion. So that is how we went from technically 10% to 19.6%.
