Stella Hongjang is a China Public Policy Postdoctoral Fellow at Harvard University's Ash Center for Democratic Governance and Innovation. She says African governments are starting to limit certain kinds of risk by, for example, mixing finance or splitting what could have been a single project into two different projects with two competing Chinese companies. A new report that came out this week from the China Africa Research Initiative looks at the role that Chinese state capitals playing in all of this. It's an absolutely fascinating read that I highly recommend.
