How Would Electromagnetism Affect the Universe?

If light had mass, it could decay into other particles. Electromagnetism would be a lot more like the weak force. It would have shorter range. And also, light wouldn't be as long lived, right? Right now, we're very privileged because the photon created billions of years ago can travel to the universe basically forever until it hits something.
