In the years before the war, Russian journalists were always much bigger risk than Western journalists. Evan had a accreditation from the Russian Foreign Ministry, which should have protected him but didn't. But since the war started, the surveillance has been ramped up. Vladimir Putin signed a censorship bill into law rendering it impossible for news outlets to accurately report the news in Russia.
