The D.C. Vice Officers' Role in the Drug Enforcement Process
D.C. vice officers do not work traffic violations under normal circumstances, CNN's John Sutter says. They were only conducting an investigatory stop to try and find more serious illegal activity, he adds. One officer testified later on that the only circumstance in which he would issue tickets is for reckless driving, Sutter writes. "I know when I'm in high drug areas, I'm using my signals," Brown told reporters after her arrest.
