How to Handle Bad Things When Things Go Wrong

I like to ask the question, who decides what happens when things go wrong? And if an example is, if I'm bidding on an eBay auction or some item and I have a bid and that somebody else needs to get a text message. When I try to call over and say, hey, this text message needs to be sent,. If the user should be the one who handles that bad thing happening, well, then yeah, we can just take the error and go all the way back up.
