The idea is to measure how any given proposal interacts with totally unrelated stuff, so you would want some unrelated traffic. It's a bit strange though because the idea of TestNet was to just test things. But typically, when you want to do something on TestNet, it should be probably be merged into Bitcoin Core even if it's only active on TestNet.
