In 2015, wolves reached phase two of the management plan. A wolf could be killed if its pack took livestock twice in the same month. Tracking data would later show that OR4 was now using the landscape differently. It was possible OR4 had been pushed out of his territory by a younger, stronger wolf. In any case, he would keep killing livestock, so long as you live.
