How confident are you in what the right answer is? Do you want to try a lot of things or do you want to kind of apply a best practice? And then another one is sort of how much information does the kind of top level decision maker have versus the low level person on the ground. One more that might make you want to decentralize over time is when something becomes a lot easier or cheaper.
