Is There a Vibratory Circle?
I would, you know, at least start with more fiscal federalism. It's a chicken and egg problem. If they can't raise their own revenue, they'll never build capacity. I still think India is not relying at all on property taxes or on any kind of user fees or service fees. And to the extent that it relies on it in cities, they're not rationalized to market prices. So I certainly think more local government. But I think India has too little local companies overall.
