Do You Think the Team Should Be Able to Change the Work Flow?

I think it depends on the number of sort of teams contributing to the same space. If i were to be in a more micro service environment where, you know, the blast radius of making a change is limited to a single service or a single team, then i'm more likely to say, the team should own it. Some people also say that that sesity is not necessarily about tools, but is more about having a certain mind sas like, always be delivering, always be deploying. Would you agree with that?
