In the book of exodus, everything has been leading to israel having this i with god. Israel's going to do it until the event happens. And so we've got a bit of a disjoining, if that makes any senseus. It doesn't feel right. That's where chapter 20 comes into play. So you have two different versions the same thing's happening,. which means on this day, israel was expected to see god, but did not see go.
