Would You Rather Be in Charge or Would I Rather Have Someone That Hates Me in Charge?
I would much prefer to have the society run by Christians, personally speaking. I don't know why we would ever favor having an evil ruler over a good ruler. Not all pagans were evil rulers. There are righteous pagans in a sense of good government and all that stuff. Or nevertheless, just because God can use this sort of stuff to create saints or whatever, it doesn't necessarily mean that's the desired state of affairs.
