Congress will have to agree on a variety of spending priorities. Gay marriage could be included as part of the bill in order for it to pass. The move is being seen by democrats as an end run around bringing gay marriage up on its own. But without overruling obergofel, which is nowhere on the horizon, it's really a moot point.
