Justice Between States and Justice Within States
I think where the contradiction comes is in there's very little sense that most southern partners are really engaged with a more inclusive development. So that they are sometimes buying into financial and modernest promises of liberation, which are partly true. The primary contradiction for me is around the idea of justice between states and justice within states. And south, i think, is articulated a very strong, credible and important claim around justice between states. If you want to respect sovereignty, but what do you do about justice within states? An it's not an easy question to ask,. But i don't think they are leading, for the most part, inclusive development agender.
