Is There a Difference Between the Fed and the Federal Reserve?
The US central bank has a bias towards inflation rather than deflation. The reason for not doing that targit a number so low is because there is ther it's unrealistic to be able to operate below um zero %. So the idea is not to have higher inflation, but simply that having higher inflation would mean nominal rates on average would be higher and give you more room to manoeuvre.
