Dan Shaver: Language doesn't seem to be innate. It seems to be a tool that cultures use to solve the problem common to all humans, he says. Do we learn languages because we have an innate language instinct or language module? Or do we learn and use languages because we're smart? What difference does it make if we choose smart or innate?
