The government's u f o report states that possible explanations of u a p can be broken down into five potentially explanatory categories. In 18 of the incidents studied, the u a ps showed especially unusual and puzzling movement patterns or flight characteristics. Some u a p appeared to remain stationary in winds, aloft, move against the wind, manoeuvre abruptly, or move at considerable speed without discernible means of propulsion. The unidentified aerial phenomenon task force focused on reports that involved u a p, largely witnessed first hand by military aviators.
