The Dual Emotional Sensation of MPs
MPs want to make sure that what gets on the statute books is as good as possible. They know they can be as productive or as eloquent or as granular or as knowledgeable as possible, but it won't make any real difference whether you know it's a committee stage or whether it's a report stage. The tendency then is towards making it easier for them to be very general in their contributions by having fewer groups or super group of report. And that seems to indicate an infantilization of MPs.
