The rule of law has many enemies, as we shall see. Among its most dangerous foes are the authors of very lon and convoluted laws. We bay for tougher regulation, though not of ourselves. And this brings me to the subject of my second lecturein i shall turn from the realm of politics to the realm of economics. I ask if here too we are witnessing a tendency towards institutional degeneration.
