Is There a Priority Aspect?

When i tried to prioritize i also thought about our customers. And so you look at coad and lits, like a 80 % of your coat is never touched. So clearly there is a priority aspect. Well, from it was easy to con for example, a product owner to o four for improving cort when i could say, this is part of the 80% usage pattern or something like that. How well does this stuff work in practice? And even more important, how do you act upon it? Because information is only good when actionable.
