It's completely permissionless to create a hook, but it's not advisable to tell your users to go into a unaudited hook. You probably should never expose every possible pool with every possible hook without any consideration. I think that there are also going to be like a wide spectrum of hooks across the ecosystem and over time hooks will be developed that modify the pools in ways that benefit people. They'll be tested and they'll be audited and as more and more start to be created they'll be exposed for use. There're no super-scary default configuration in any hook; you can do Uniswap V3 but remove the Oracle which saves gas.
