I agree with you, Johnny, but I suppose my question would be, how do you square the circle in the report that the only way to make university better value for money is to spend more money on it through tax-based funding? The only other solution there is to get bigger all the time and there is not a majority of people who want universities to get bigger. So how do you simultaneously have a system which delivers better value for students, which means almost certainly more expensive? While squaring the circle with a public that don't want universities to getting bigger, that at the moment is the early source of income for those universities.
