The 2003 Heroes Act of 2003
Biden asked his legal team to do a control F on the federal statute books and to find any law containing a certain set of words that could be plausibly twisted into a justification for unilateral action. The 2003 Heroes Act gives the Secretary of Education the power to quote, wave or modify any statutory or regulatory provision applicable to student financial assistance programs. Biden needs the plain language of that act to justify the mass cancellation of student loans. And it doesn't.
